NATIONAL:



ARTICLE 371 (D):

ü 371 (D): This provides for the special provisions with respect to the state of Andhra Pradesh. This talks about the equal opportunities in education and employment.
ü The central government is taking steps towards the bifurcation of Andhra Pradesh state.
ü But the officials from Law Ministry reportedly told the GOM (Group of Ministers) that an amendment to Article 371 (D) of the constitution was necessary as part of bifurcation.
ü The Attorney-General of India G E Vahanavati briefed the GoM on the issue of Article 371 (D).
ü The amendment bill needs the support of 2/3rd of majority in the parliament and is possible only with the support of BJP.
ü The central government is planning to introduce bifurcation bill in the Parliament in the winter session of the parliament (December 2013).

ü The former Karnataka Chief Minister offered to merge with BJP unconditionally.







MP ACCUSED OF RAPE:

ü The BSP MP, who is already arrested in a case related to the death of his domestic help, has been accused by a woman railway employee.
ü The employee accused MP of rape and criminal intimidation between 2004 and 2009.

BOMBAY HIGH COURT ON CHILD ADOPTION:

ü The High Court ruled that Indian parents should be given preference in child adoption over NRIs (Non Resident Indians), OCIs (overseas Citizens of India) and foreign nationals.
ü The High Court asked that the adoption agencies to follow norms of 2011.
ü According to those norms 80 percent of children were to be given in adoption to Indian parents and 20 percent to foreigners.






NO-GO ZONE:

ü The MoEF (Ministry of Environment and Forests) notified that nearly 60,000 Sq.km area of the Western Ghats as ESA (Ecologically Sensitive Area).
ü These states are Gujarat, Maharashtra, Goa, Karnataka, Kerala and Tamil Nadu.
ü Any activities such as mining, quarrying and setting up of thermal power plants and other high polluting industries will be banned with immediate effect.
ü In case of any violation appropriate legal action under the Environment (Protection) Act 1986 will be taken.

INDIA SHOULD BE A PERMANENT UNSC MEMBER:

ü UNSC – United Nations Security Council
ü The PM of British said that the UNSC should be modernized and India made a permanent member.

ü The Green house gases are making the world’s oceans hot, sour and breathless.
ü The oceans are getting more acidic faster than at any time in the past 300 million years.
ü Because of the increased carbon in the water the oceans have become 26 percent more acidic since 1880.
ü The coral reefs are among the most vulnerable species to ocean acidification.
