Supreme Court notice to Punjab Government:

ü Deputy Chief Minister of Punjab Sukhbir Singh Badal granted 1 cr to Lawrence school in Sanawar (Himachal Pradesh)
ü The grant was given from Punjab Nirman Fund meant for the development of the state.
ü The issue is that whether a state government can give out grants to outstation high school.
ü The contention is that the funds for specified purpose within the state cannot qualify as the ‘Public Purpose’ under Article 282 of the Indian Constitution.
ü Article 282: The Union or a State may make any grants for any public purpose, notwithstanding that the purpose is not one with respect to which Parliament or the Legislature of the State, as the case may be, may make laws.

TWO WHEELER AMBULANCE (Bangalore):

ü The state government in Karnataka has planned to introduce 2 wheeler ambulance in Bangalore by taking high motor traffic density in to consideration.





1ST AEROSPACE SPECIAL ECONOMIC ZONE IN INDIA:

ü This is coming up in Hyderabad, Andhra Pradesh
ü A group of 24 SMEs Small and Medium Enterprises formed into ‘Samuha’ Engineering Industries Limited” near to Hyderabad.
ü This provides common test facility and standard labs.
ü For this project APIIC (Andhra Pradesh Industrial Infrastructure Corporation) is the developer and ‘Samuha’ is the co-developer.
ü The projected investment would be 1500 cr and 10,000 people may get direct employment.

Supreme Court upheld the appointment of SEBI Chairman:

ü The Supreme Court held that the there were no procedural lapse or irregularity in the appointment of the U K Sinha as the Chairman of SEBI (Securities and Exchange Board of India).

ü The Court held that there the active participation of the Cabinet Committee on Appointments and no influencing role of Omita Paul (Now President’s advisor and then finance ministers advisor)

ü Note: CCA (Cabinet Committee on Appointments is one the important Cabinet Committees and it is headed by the Prime Minister.




MUMBAI CITY COURT:

ü The court nullified a marriage of India Air Force employee after he claims that he was forcibly married off in 2005 to his 8 month pregnant neighbor.
ü The court declared voidable under Hindu Marriage Act which allows a marriage to be declared voidable if a woman is pregnant by another man at the time of marriage.

SUPREME COURT REJECTED PLEA FOR COOLING OFF PERIOD:

ü A PIL (Public Interest Litigation) filed by Prakash Singh the former DGP (Director General of Police) and former DG (BSF) for framing guidelines for providing mandatory cooling off period to retired bureaucrats.
ü It means not allowing the retired bureaucrats for a period of time to accept any position immediately after retirement.
ü According to Prakash Singh it roots out favouratism and corruption.
ü On November 1, 2013 the Supreme Court rejected the plea.

ü For the month of November it is taken over by China. Country’s permanent representative to UN Liu Jeiyi took over the rotating presidency from Azerbaijan.
