ü Maoist warning to the villagers not to vote in South Bastar:
ü In the upcoming elections in Chattisgarh in November 2013, the Maoists warned the villagers to boycott the elections.
ü The IG (Inspector-General) of Bastar Arun Dev Gautam said  Naxals resort to inhuman ways to torture the people if they see ink on the fingers of the villagers they may chop it off.  
ü Some local villagers have made a special appeal to the election commission not to apply indelible ink on their fingers when they come to vote.
What is indelible ink?
ü This is also called election ink. It is a dye that is generally applied to the fore finger of a person after exercising his right to vote. This helps to prevent a person from double voting. It contains Silver Nitrate which stains the skin. This is impossible to remove and is automatically removed with the growth of the nail and with the removal of the external cells on the skin
ü Manufactured by: In India it is manufactured by MPVL (Mysore Paints and Varnish Ltd) which is a Karnataka owned PSU (Public Sector Undertaking) in Karnataka.
ü The MPVL also exports indelible ink to countries like Canada, Nepal, Cambodia, South Africa, Nigeria, Turkey and Maldives.
THINK:
ü Appeals of the Election commission to vote without fear may work in urban areas and not in rural areas where the people live in fear of Maoists.
ü Should the election commission consider the request made by the villagers?







SALE OF LPG (LIQUEFIED PETROLEUM GAS) CYLINDER AT PETROL PUMPS:

ü After experimenting in five metropolitan cities with pilot programmes the Petroleum minister Veerappa Moily allowed the sale of the 5 kg cooking gas  cylinders at petrol pumps across the country.

PRESIDENT AT SVPNPA (SARDAR VALLABHBHAI PATEL NATIONAL POLICE ACADEMY):

ü The NPA is located in Hyderabad.
ü Ms. Shalini Agnihotri has been adjusted the ‘Best All Round IPS (Indian Police Service) Officer Trainee’ of the 65th batch.
ü The President Pranab Mukherjee presented Ms. Shalini Agnihotri with Prime Minister’s baton and Home Ministry’s revolver. 





GPS TO BE INSTALLED IN CITY BUSES, CABS AND AUTO-RICKSHAWS:

ü GPS – Global Positioning System
ü The Ministry of Road Transport and Highways is planning to install GPS as a pilot project in cities where the population is more than one million.
ü The main objective is to make travel on city buses, cabs and autos safe for women.
ü The Ministry will sanction the funds from Nirbhaya fund.
ü The fund was constituted on the pseudo name of a woman who died December 29, 2012 after she was gang raped in a moving bus in the capital city of India.
ü The government earmarked Rs. 1000/- cr for the fund.
      The fund will be used for women’s safety.

LALU PRASAD YADAV:

ü Lalu Prasad serving prison term in the multi crore fodder scam case is earning Rs. 14/- per day for gardening.
ü Presently he is lodged in Birsa Munda Central Jail, Hotwar, Ranchi.
ü Presently Lalu Prasad lives in a VIP ward separated from other prisoners. His ward has an attached bath room, he gets a mosquito net, cot, bedding with two pillows, separate cooks, TV, news papers and magazines.
ü A PIL (Public Interest Litigation) has been filed in the High Court against the comforts that are provided to Lalu which are violation of Bihar jail manual.





GHMC COMMISSIONER’S CALL TAKEN BY WOMAN CORPORATOR’S HUSBAND IN HYDERABAD:
ü On November 4, 2013 the GHMC (Greater Hyderabad Municipal Corporation) municipal commissioner Somesh Kumar called up Borabanda (one of the 150 wards in GHMC) corporator Bhanumathi who belongs to MIM party.
ü The call was made by the commissioner to the corporator on her official number to get information on an issue her husband took the call and claimed to be the corporator.
ü When commissioner reveled the identity husband passed on the phone to his wife. The commissioner advised her to take the calls herself.
COMMENT:
   The spouses of the women corporators rule the roost.
  

 They behave like corporators and also hold meetings with the officials and also attend the official review meetings along with their coporator wife.

AADHAAR – LPG LINK:

ü The Supreme Court said Aadhaar was not mandatory to get subsidy under DBTL (Direct Benefit Transfer for LPG consumer).
ü But the Ministry of Petroleum and natural Gas is planning to continue direct linkage of LPG connections with bank accounts.
ü Under DBTL a consumer gets LPG cylinder at the market price and the subsidy is transferred to the linked bank account.
ü This is applicable for nine cylinders in a year.
ü For availing the subsidy the consumers are asked to link aadhaar cards.
ü Problem: The main issue is that many consumers in the country are still to get the aadhaar numbers.
ü NPCI (National Payment Corporation of India): This acts as the interface for transactions between the various banks and subsidy.

NIGERIANS IN GOA:
ü A Nigerian Obina Obiwesi was murdered in a narcotic gang war.
ü Nigerians blocked the roads in protest of the murder.
ü The Goa government started verification programmes and inspecting documents of all the foreign nationals lining in the state. Most of them (Nigerians) have only photocopies of their passport and visa.
ü The CM decided to write to the Nigerian embassy to verify documents.




COMMENT on the statement that is made by the President of India on November 4, 2013 in New Delhi addressing the 53rd batch of NDC (National Defence College).

ü “Each country is guided in its actions by its national interests and objectives. The power relationships are constantly changing and unless a country understands and adjusts itself to the changes that are taking place around it, its own security will be seriously endangered”
