FUNCTIONS OF NATIONAL DEVELOPMENT COUNCIL:

NDC considers the national plan as prepared by the Planning Commission.

NDC makes an assessment of the resources that are required for implementing the
plan and suggest methods for augmenting them.
ü The
NDC considers the important questions of social and economic policy affecting
national development.
ü The
NDC reviews the national plan from time to time.
ü The
NDC recommends the measures for achievement of aims and targets set out in the
national plan.
HOW DOES THE
PROCESS GO?
Planning Commission --> Union Cabinet --> NDC -->

Planning Commission prepares the draft five-year plan.
ü The
draft is submitted to the Union Cabinet for its approval.
ü After
the approval by the Union cabinet the draft is placed before the NDC.
ü After
the approval by the NDC the five year plan is placed before the Parliament.
ü With
the approval of the Parliament the draft becomes the official plan.
MISCELLANEOUS:
ü The
Sarkaria Commission (1983 – 1987) on Centre-state relations recommended that the
National Development Council should be given a constitutional status under
article 263.
ü The
Sarkaria commission also recommended that the NDC should be renamed as National
Economic and Development Council.
